The mechanism on Complementary Reports is a key method through which CSOs can supplement and provide an alternative point of view on the facts and figures included in the respective State Party Reports, and enables the Committee obtain an independent assessment of the progress and difficulties encountered in the implementation of the Charter. Complementary Reports also provide a forum for CSOs to work with the Committee in a mutually-beneficial manner: CSOs are able to build up their advocacy work, while liaising with other organisations and the Committee is better equipped to discharge the responsibility to promote and protect children’s rights. It is in recognition of the importance of Complementary Reports that Rule 69 of the Rules of Procedure of the African Committee provides that the Committee prescribes that CSOs can submit reports on the implementation of the ACRWC.
